Ceslav Panico has been appointed People’s Advocate (Ombudsman) Moldova for a term of seven years. A decision in this regard was approved by the Parliament on February 3, 2022, with the vote of 57 deputies. During the same meeting, Ceslav Panico took the oath.
Ceslav Panico graduated the Law Faculty of the University of Iași, Romania “Alexandru Ioan Cuza” and obtained the master’s degree in civil law at the State University of Moldova. He was a member of the Council for the Prevention of Torture, deputy director of the Institute for Criminal Reform, member of the Strategic Council of the General Police Inspectorate (GPI), member of the Civilian Monitoring Council of the National Anticorruption Centre (NAC), national consultant at the Council of Europe Office, national consultant at the OSCE Mission to Moldova, etc.
Ceslav Panico has participated in the implementation of several projects funded by national and international organizations, courses, conferences, training in several fields, he is the author of several reports and studies.
At the competition for the position of People’s Advocate participated 7 people. After summarizing the results and according to the score accumulated by each of the participants in the public competition, by the decision of the Special Commission, two candidates for the position of People’s Advocate (Ombudsman) were selected: Ceslav Panico and Alexandru Zubco.
According to the law, the candidate for the position of People’s Advocate must meet several conditions, including at least ten years of work experience and a well-known activity in the field of defense and promotion of human rights.
