Ombudsman, a word of Swedish origin, used in a universal language, means the authority or person who pleads for another. In the legal sense, the Ombudsman is an independent, respectable person, empowered by the Parliament or the Government to protect fundamental human rights and freedoms.
The first institution established to monitor compliance with laws in the administration is considered to be the Swedish institution, stipulated in the Swedish Constitution of 1809. The Swedish system is considered the one that created the Parliamentary Ombudsman. It is worth mentioning that the characteristic of this system is the idea of a trustee, that is, a person acting based on a power of attorney, the Swedish Parliamentary Ombudsman being a trustee of the Riksdag.
