The Secretary General of the People’s Advocate Office (PAO) plays a key role in managing the activities and resources of the PAO, with responsibilities that are primarily organizational, administrative, and coordinative. He is an active participant in the process of protecting and promoting human rights and fundamental freedoms.
- Development and proposal of ways of implementing strategic objectives: The Secretary General is responsible for developing and proposing strategies and action plans to achieve the objectives set by the People’s Advocate Office.
- Internal collaboration and functional relations: The key aspects of this function mean coordinating and facilitating the collaboration between the People’s Advocate, the People’s Advocate for Child’s Rights, and the Office staff. The Secretary General helps maintain an efficient and cooperative work environment.
- Human resources management: Another core responsibility involves organizing and managing the Office’s human resources, including recruitment, training, and staff evaluation.
- Coordination of programs and activity plans: The Secretary General works closely with other team members and the Office leaders to coordinate the development of programs and activity plans, ensuring alignment with established objectives.
- Monitoring and evaluation of activities: The Secretary General ensures that strategic objectives and directions are regularly monitored and assessed, with resulting reports presented to the People’s Advocate.
- Coordination of structural subdivisions’ activity: The Secretary General coordinates the efforts of the Office’s structural subdivisions to ensure the achievement of strategic objectives and directions.
- Drafting and proposing regulations and operational documents: The Secretary General contributes to drafting regulations for the structural subdivisions, job descriptions, and specific instructions, and submits them for approval.
- Information management: The Secretary General ensures the proper flow of information necessary for the activities of both the People’s Advocate and the People’s Advocate for Child’s Rights.
- Budget management: The Secretary General elaborates the Office’s budget proposal and submits it for approval to the People’s Advocate. He also serves as the delegated budget executor.
- International collaboration: The Secretary General ensures cooperation with similar institutions in other countries.
- Advice and recommendations: The Secretary General provides advice and recommendations to the People’s Advocate on matters related to the general management of the Office.
- Signing correspondence: The Secretary General signs correspondence related to his area of responsibility, in accordance with established procedures.
- Delegated responsibilities: Through delegation, the Secretary General holds the role of budget executor and carries out other specific duties entrusted by the People’s Advocate and the People’s Advocate for Child’s Rights.
- Issuance of orders, decisions, directives and execution of the administrative acts: The Secretary General issues orders, decisions, and directives, contributing to the effective implementation of the policies and procedures established by the People’s Advocate Office. He is also responsible for monitoring the execution of the People’s Advocate’s administrative acts.
